President Donald Trump indicated he will fill the vacancy at the top of the Federal Communications Commission (FCC) with net neutrality opponent Ajit Pai, as reported by Recode. Pai would be able to assume the role of chairman immediately after appointment as he was already confirmed by the senate as a Barack Obama appointee in May 2012. He also opposed lower rate caps for inmate calling, rules created to give TV consumers cheaper alternatives to rented set-top boxes, rules that protect the privacy of ISP customers, an update to the 31-year-old Lifeline phone subsidy program to help poor people buy Internet service, a speed increase in the FCC's broadband standard, an investigation of AT&T and Verizon charging competitors for data cap exemptions, and preemption of state laws that restrict expansion of municipal broadband.

However, Morken's position is not widely held among those working with Trump on the FCC - so the chances of another anti-net neutrality appointee are fairly high.

Pai does need to be reconfirmed by the Senate by the end of 2017 in order to serve another five-year term as commissioner, but that's likely a formality. His history could make him sympathetic to the objections of telecoms to net neutrality rules. Pai is one of the two Republicans on the five-member panel that now has three members after two Democrats departed during the change of presidential administrations. To do that, the FCC imposed utility-like oversight of broadband providers.

"Millions of Americans from across the political spectrum have looked to the FCC to protect their rights to connect and communicate and cheered decisions like the historic net neutrality ruling, and Pai threatens to undo all of that important work", Aaron said. He stated the Government must "create a roadmap" for state and local governments eliminating what he calls "unnecessary regulatory hoops" broadband companies now face.

While competitive carriers like Level 3 voiced support for Wheeler's proposals, while traditional telcos like AT&T and CenturyLink, as well as large cable operators like Comcast and the new Charter, said the reforms would chill investment in new last-mile facilities.

Pai, who is 44, met Trump earlier this week, though Trump's transition team has given no details of the conversation.
