A video showing U.S. president Donald Trump refusing to shake hands with German chancellor Angela Merkel during a joint appearance in the White House is making rounds on the internet, reminding everyone that the USA president will never learn.

Both leaders smiled at the outset of their Oval Office meeting, but Trump's past remarks about Merkel loomed large as the German leader's visit to the U.S. approached this week.

No one was expecting President Trump to get along with German Chancellor Angela Merkel as well as former President Barack Obama did. Mr. Trump didn't respond, but Merkel could be heard saying something to him about a handshake, though most of what she said couldn't be heard.

During his campaign and after taking office, Trump said he would impose a 45 percent tax on imports from China, and that same on imports from Mexico.

That comment referenced WikiLeaks' revelations that American intelligence officials had listened in on Merkel's cellphone conversations during President Obama's administration, an global embarrassment that rocked the U.S.

At a news conference with Merkel on Friday, Trump addressed his charge that Obama tapped his phones in October - and referenced a scandal involving the National Security Agency's listening in on Merkel's cell phone during the Obama administration. "Many nations owe vast sums of money from past years, and it is very unfair to the United States-these nations must pay what they owe", the president complained. The president accused this "very talented legal mind on Fox" for making those claims, Andrew Napolitano.

"I reiterated to Chancellor Merkel my strong support for North Atlantic Treaty Organisation as well as the need for our North Atlantic Treaty Organisation allies to pay their fair share for the cost of defense", he said.

"You shouldn't be talking to me, you should be talking to Fox", Trump said, arguing that since Spicer was citing comments on the cable news network he shouldn't be held responsible for them. And while Trump has called for warmer relations with Russian President Vladimir Putin, Merkel has been far more circumspect.

"I think that's the right way of going about it".

Donald Trump's and Angela Merkel's rhetoric on global trade showed no sign that the two leaders are anywhere close to finding common ground.
